What is Reality Based Training?
Training and survival skills based on modern conflict situations that the practitioner / Officer is likely to encounter in their environment their day-to-day tour of duty (their “reality”), in an accordance with the use-of-force continuum of that jurisdiction.
MISSION STATEMENT
The mission of the T.C.P.A. & U.S.T.D.T.C. C.I.R.T. is to enhance the performance and professional status of Security personnel by providing a credible and proven training resource, as well as a forum for the development of tactics and information exchange. The ultimate goal is to improve public safety and security through training, education, analytical and tactical excellence.
OBJECTIVE
The C.I.R.T. hereby establishes some SWAT Standards to serve as an efficient core set of concepts, principles
and policies to standardize and enhance the delivery of security, natural disaster relief and active shooter
response services just to name a few.
DEFINITION OF S.O.R.T. / C.I.R.T.
1. A Special Operation Response Team (S.O.R.T.) team is a designated security team, whose members are
recruited, selected, trained, equipped and assigned to resolve critical incidents involving a threat to public safety, natural disaster within our clients property or event which would otherwise exceed the capabilities of standard security personal and potential first responding units.
1.2 Critical Incident Response Team (C.I.R.T.) team is a designated team for Humanitarian aid , whose members are recruited, selected, trained, equipped and assigned to resolve humanitarian aid and to assist natural disaster within our clients property or to the public at large, but still having a security presence.
1.2 S.O.R.T. / C.I.R.T. is an accepted title for a team with specialized training and expertise as
defined above and further defined within these standards.
The distinctiveness of our S.O.R.T. / C.I.R.T. that distinguishes it from other security personal is the
focus of effort, training and knowledge. S.O.R.T. / C.I.R.T. teams are focused on both tactical and non-
tactical. solutions, as opposed to other functions, such as observe and report. The purpose of
S.O.R.T. / C.I.R.T. is to increase the likelihood of safely resolving critical incidents both man made or
natural. Security Company’s or other entities which don’t have their own C.I.R.T. teams may have a Memorandum of Agreement (MOA) with our C.I.R.T. team that meets these standards. The agreement shall specify that T.C.P.A. C.I.R.T. is the designated team to handle specific incidents.
S.O.R.T. / C.I.R.T. PURPOSE
The primary purpose of S.O.R.T. / C.I.R.T. is to provide a systematic approach to securing, protecting property
and potential of protecting life in concert with the totality of circumstances presented.
While life safety is a priority of S.O.R.T. / C.I.R.T., the specific circumstances will dictate the level of force
necessary to adequately protect the property, the public at large and the officers involved.
Some situations requiring S.O.R.T. / C.I.R.T. employment include humanitarian aid:
A) shrink the time between disaster and recovery. Disaster recovery is a complicated and stressful
process for survivors. S.O.R.T. / C.I.R.T. can help shrink that time between disaster and recovery.
B) Handing out food, water and other essential items, as well relay information needed to speed up the recovery process.
C) S.O.R.T. / C.I.R.T. offers pre-disaster training to prepare communities and individuals by getting the right items such as water, non-
perishable foods items and alike together so that when a disaster occurs the communities and individuals are prepared.
S.O.R.T. / C.I.R.T. Protection of assets and personal.
S.O.R.T. / C.I.R.T. also works with businesses to:
A) protect their asset by providing security in the wake of a disaster.
B) S.O.R.T. / C.I.R.T. can assist with managing any natural, civil, pandemic or technological disaster or terrorist attack.
C) S.O.R.T./ C.I.R.T. can be deployed to affected or disaster areas to protect personnel, so they can return to work sooner and with a clear mind and that their safety is assured.
D) Help secure client businesses or recover assets.
E) If needed establish our M.E.R.C. unit “Mobile Emergency Response Center.” Headquarters for long or extended security
coverage.
F) C.I.R.T. provide incident management team to support emergency management operations. i.e. FEMA, local L.E.O. and
emergency units.
S.O.R.T. / C.I.R.T. Response
S.O.R.T. / C.I.R.T. provide the necessary security during crisis situations, These teams will or
have provided! sole security and supplemented existing security during critical times.
S.O.R.T. / C.I.R.T. are far more than security guards providing routine protective services.
Security personal may either have former law enforcement or military experience. These individuals should be highly disciplined and trained to meet the intensity of crises.
Modern communications equipment provides the key to a Special Operation Response Team effectiveness,
S.O.R.T. / C.I.R.T. are uniformed in a functional manner, Which enhances the image of RESPECT & AUTHORITY.
During hostilities, S.O.R.T. / C.I.R.T. may be required to perform similar missions in a combative environment.
S.O.R.T. priorities during an incident are--
1. Protecting lives, to include law enforcement personnel, bystanders, and suspects. Isolating/containing the incident.
2. Gathering information/intelligence, This is an ongoing responsibility from the beginning of an incident until its resolution.
3. Protecting property / equipment. Preventing escape IF needed, Apprehending offenders. Conducting an assault
(only if all other alternatives have been exhausted, no other assistance is expected, and a threat to human life exists)
